How to appeal a PCN in Dacorum

East of England · Free guide · Updated 22 October 2026

Short answer: to appeal a PCN in Dacorum, challenge it in writing to Dacorum Council first (within 14 days to keep the 50% discount; you have 28 days to make formal representations). If that is rejected, take it to the Traffic Penalty Tribunal, which is free and independent. Do not pay while you appeal: payment closes the case.

A PCN from Dacorum Council isn't the end of the story. Most people pay without question, but a large share of the appeals that reach an independent tribunal succeed, and most of those wins are never even contested by the council. Appealing costs nothing.

What the numbers say

According to the Traffic Penalty Tribunal's Annual Report 2025-26, which covers England outside London and Wales, 41.6% of appeals decided by the tribunal were allowed (7,152 allowed, 10,029 refused), and 67.5% of those wins were not contested by the authority. MoneySavingExpert puts it this way: at the Traffic Penalty Tribunal, "up to 64% of appeals end in success or a reduced charge".

The appeal process, step by step

  1. Check the 14-day discount window. Pay within 14 days (21 for postal/camera PCNs) and the penalty is halved — but paying closes the case, so decide before you pay.
  2. Make an informal challenge to Dacorum Council if the PCN was fixed to your windscreen or handed to you. Do it in writing with your PCN number, registration and grounds. If it's rejected, most councils re-offer the 14-day discount.
  3. Formal representations. When the Notice to Owner arrives (or straight away for postal PCNs), you have 28 days to make formal representations on the statutory grounds.
  4. Still rejected? Appeal free of charge to the Traffic Penalty Tribunal (trafficpenaltytribunal.gov.uk) within 28 days. It's independent, evidence-based, and you don't need a solicitor.
Don't pay while you appeal. Paying a PCN legally closes the case — your appeal ends the moment the payment goes through. Decide first, pay only if you choose not to fight it.

Frequently asked questions

How long do I have to appeal a PCN from Dacorum Council?

You normally have 28 days from the date of the notice to make formal representations. If the PCN was fixed to your windscreen, you can (and should) make an informal challenge as soon as possible — ideally within the 14-day discount period.

Will I lose the 50% discount if my appeal is rejected?

Usually not at the informal stage — most authorities re-offer the discounted rate for 14 days after rejecting an informal challenge, so a genuine appeal is close to risk-free. Check the wording of your rejection letter to be sure.

What are the strongest grounds for appealing?

Unclear, missing or obscured signage; the contravention didn't actually occur; you were loading or unloading; a valid ticket, permit or Blue Badge; payment machine failures; procedural errors on the notice itself; and mitigating circumstances such as a breakdown or medical emergency.

Do I need a solicitor to appeal a PCN?

No. The process is designed for ordinary drivers, the tribunal stage is free, and everything can be done in writing or online. A clear, well-structured letter is all you need — which is exactly what the Appeal My PCN app writes for you.
